If the Vim2 is powered via VIN is the usb C port then available for a USB 3 device at USB 3 speeds?

Unfortunately no 3.0. If you look at VIM2 (or S912) specs, you will notice that it supports only 2.0 speed.
On the other hand, you should be able to use the port as OTG for 2.0 devices.
