Attach the heatsink with out the pads then look into the gap from the edge of the board. You will see the variation in space between the package and heat sink. I just use an assortment pack that is made for NVMe memory, it has a wide range of thicknesses.

2mm thick thermal pad for vims, 1mm thickness if using any of the rk3399 based boards.

1.3mm thick thermal pad for VIMs, 0.7mm thick thermal pad for Edge-V and Edge.
