I don’t think that is the reason, It is just due to the KBI configuration…
You can disprove your Theory by using the 10W power supply on the VIM3, it will run but the I/O pins will turn off when the device is powered off.
That was just my mental note, thinks to self 10watt boards stay on, 24 watt boards turn off
