Releases.linaro.org no longer available to download build tools

Please describe your issue below:

Fenix downloads tools from releases.linaro.org but the server has been decommissioned and the tools are not available anymore to build from there. Specifically gcc-linaro-7.3.1-2018.05-x86_64_aarch64-linux-gnu.tar.xz is not available from developer.arm.com website as well since it is an older tool and has been discontinued.
