It should be in the initramfs-tools package.

(Unless you meant you found the answer already) Can you elaborate then since your question was “In which package is the ‘update initramfs’ tool included?” The update-initramfs tool is a os binary in that package for Debian/Ubuntu , not part of the fenix source.
