I have good news for you,
I was able to build opencv(4.1.1) with opencl(1.2) and neon.
its working.
I would say that there are noticeable differences in performance.
I used the libmali-fbdev version as the graphic driver.

How did you do it
vim3 pro 4/64 gb version.
first i installed opencl driver (libmali-fbdev driver )
after i installed like rasperry pi .
