after following boot-loader upload command vim3 is booting normally instead of fastboot mode

Have you set the permissions properly so that fastboot can see the device?
yes
if i run manually boot in fastboot mode the i am able to see fastboot device
But with that i am getting error like LOCKED device
it may be that your fastboot is too old to work with the new fastboot, also you will need to flash the bootloader through update again as it seem like you had powercycled the device. when you do bl2_boot the bootloader from u-boot_kvim3_noab.bin is running from ram and hasnt been flashed yet. i recommend the fastboot from google
