The Linux kernel will kill processes to prevent OOM (out of memory) conditions, but it will not kill processes to prevent high CPU. However, high CPU results in heat, so the kernel may throttle the CPU and reduce performance to reduce temperatures. Kernel logs report throttling and OOM so if you are not seeing error messages in the system log the high CPU is undesirable but not a problem.
