Can Khadas vim3 with abdroid 9 is capable of advertising as BLE device, capable of receiving data? If so, is it any different then normal Android apps…? Is there any configuration?

So, does this mean, I can not connect from multiple cell phones to this device at the same time…?
Basically, I want to run a GATT service on khadas, so cell phones can detect the khadas and connect and send data to it.
Also, to clarify… khadas vim3 can act as peripheral or central device?
