How to build Android Pie tablet (non TV) firmware?

I use VIM as car computer. Android TV doesn’t support system widgets in third-party (non system) launchers. So I can’t use PPP Widget in any launcher but installed with firmware. I want to rebuild firmware without any Android TV stuff.
