System is very slow after resume after echo mem > /sys/power/state
Frequency of CPUs is max.

Does it act slow using Ubuntu 20.04 with 4.9 kernel? If it runs fine with Ubuntu OS it would be an issue with Arch.

I have tried Ubuntu with 5.14 kernel but it do not launched for me. Then I take the this 5.14 kernel from Khadas Ubuntu and launch Arch Linux with him. And this 5.14 kernel from Khadas after resume was very slow too. I think, what this problem in Kernel, not Arch, as I using kernel suspend mechanism. Is it possible what nobody supporting A311 chip on kernel level in the lasts kernels?
Or may be probably adjusting other clocks and frequencies for solve problem?

That is not a good thing to do, changing clock freq can create timing issues. Pretty sure they did testing to determine the optimum speed/reliability for the clock freq.
