How do we setup service to start automatically in ubuntu ROM? Service starts only when system is logged in. Once logged out, it stops again.

What service? How did you implement it?
We have our java code, which we have set as service. When we login as user it starts automatically, but when we logout it stops.
Just to verify we installed apache server, even apache service does not start on boot. when we login as user then it starts.
I checked on latest image built from Fenix, apache2 works well without login.
