Just build Debian 11 image from Fenix tool and choiced the sdcard format, create a USB card (but also a sdcard) with balenaetcher, but both wint boot , system stucks in bootloop

No one will be able to help you without sharing a bootlog from uart output.
Please connect a uart serial to the board and capture the bootlogs and share it here.

I think is not a problem related to me, I think depends on Image built with Fenix GitHub.
someone who has VIM1S is able to boot debian or ubuntu from SDCARD, built by himself from fenix github?
