Getting both UART to work

I need to use 2 UART ports and the vim3 has two.
I am using Ubuntu Desktop

Linux Debug UART at ttyS1
hardware UART at ttyS3

I can use ttyS3 fine, but cannot use ttyS1
Any help is much appreciated.

How to enable ttyS1?
