I find that when you look at the screen while you are doing this, and you keep the finger on the power button till the the second time the boot logo appears upon pressing the reset button is the most likely way you get into the Upgrade mode 
Its all precise timing, overshoot or undershoot the timing and you are just rebooting the device…
Time it just right and it latches correctly.
