About License of VIM3 NPU TOOLKIT Ver. 6.4.0.10

Dear Technical Support Team,

Recently,Khadas infoms VIM3 users of the version update (e.g., version 6.4.0.10) of VIM3 NPU TOOLKIT. It’s weird. When I check the LICENSE file from “aml_npu_sdk_6.4.0.10.tgz” file, the file describes the GNU GPLV2. Is it right? I thought that the file would be Apache license in order that application developers may not open the application source codes that are linked by libraries of aml_npu_sdk_6.4.0.10.tgz. file. Is the "aml_npu_sdk_6.4.0.10.tgz’ file the GPL license really?
